    Tatar: conditions for the SG’s new envoy

    A United Nations envoy who is not bound by the Security Council resolutions wanted by the Turkish side, so that the debate can move away from the solution of a bi-zonal bicommunal federation and move to the “two-state solution”.

    President Ersin Tatar persists with the objections he had also lodged in Geneva in April, which limits the Secretary-General’s handling of the appointment of a new representative on the Cyprus issue.

    Tatar’s meeting with Antonio Guterres is scheduled for tomorrow Saturday. On Monday the SG will have a working lunch with the two leaders. As shown in the meeting with Guterres – Anastasiades, the unsG’s goal is to proceed with the appointment of a new envoy on the Cyprus issue. With the appointment arising either through the Security Council (as was Espen Barth Ayden) or directly from the SG (as was the case with Jane Hall Lute).

    South Cyprus was confident that the first option was difficult to pass due to the objections of the Turkish side, which disagreed with an appointment by the Security Council. Because this would mean that the envoy would be obliged to move within the framework set by the UNSC resolutions on the Cyprus issue.

    A choice directly by the UNSG could give more scope and a more open dialogue.

    According to the latest statements by Tatar (PIO source), demanding that the solution of a bi-zonal bi-communal federation should not be discussed.

    Taking for granted the appointment by the Secretary-General of the United Nations, President Tatar said: “The Secretary-General will appoint a representative again, we also had different views on the issue of appointment. He can appoint him personally, but we have said that we are opposed to a special representative whom he will appoint for talks of a bi-communal federation.

    But personally, he can appoint. The Secretary-General must be freed from those views that contain the parameters of the bi-communal federation, which came to the agenda in the 1960s. There is no common ground. Now there is a new policy in Cyprus.

    In his statements, Tatar expressed the appreciation that there is still no common ground, something that the Secretary-General of the United Nations also understands. Tatar’s attitudes and the conditions of the Turkish side show that the chances of a break in the deadlock are reduced.

    In an interview with the Turkish Haber Global (PIO source) from New York and referring to the Cyprus issue, President Tatar reiterated that “there is no longer any question of taking a step back from the policy of two separate, sovereign, equal states living side by side and not a partnership in a federal state”. Asked about the new proposals that the Greek Cypriot side will put forward, Mr. Tatar argued that the Greek Cypriots “are trying to confuse the international community, but no one will accept it”.

    They will not dissolve the TRNC. “In the struggle for independence, we will not take any step that will nullify our sovereign rights and harm our stance,” he said. He also said that when they see the realities in Cyprus, “we find that in these circumstances it is not possible to return to 1960 or a federal partnership”.

    Regrets the issue of Elpidophoros

    President Tatar expressed regret for the reactions from the Greek and Greek Cypriot side to the presence of the Archbishop of America, Elpidophoros, at the inauguration of the “House of Turkey”, saying that “actions with political motive show the level of fanaticism and intolerance of the Greek and Greek Cypriot sides”.

    In another announcement of the presidential, it is mentioned that the TRNC President claims that President Anastasiades, calling the tripartite meeting on September 27 official, while it is an informal meal, is trying to “distort” the effort being made and this “is futile”.

    It reiterates that without accepting the sovereign equality and the equal international status of the Turkish Cypriot side, without confirming these principles, from the outset and without creating the necessary ground, “it is obvious that no formal negotiations will begin. We call on the Greek Cypriot side to abandon these misleading and manipulative behaviors.”
