    DECISIONS

    ENTERING THE COUNTRY

    1.  People from countries outside the island that come via air-sea routes and land borders who log in using their pre-trip travel documents are required to create digital records fill in the following manner.

    To create the digital travel document:

    • By downloading the Stay Safe application from Apple Store or Android Market to their smart devices, they can create a Digital Travel Document from within the application.
    • Those who do not have a smart device  must fill out the Digital Travel Document at www.guvendekalkktc.com . They will keep the completed form with them when they enter the country, either digitally or as a printout. 

    Persons who will enter our country and do not need to go into quarantine according to the country entry criteria will create a Digital Travel Document from the “Travel Code Transactions” section of the “Stay Safe Application”.

    Persons who need to enter quarantine according to the country entry criteria, must show their address in our country and create a Digital Travel Document from the “Wristband Transactions” section of the “Stay Safe Application”. (except under 12 years old)

    Persons who do not show their address of residence in our country and will stay in central quarantine (5-14 days) according to the color codes of the country they come from in determined central quarantine hotels will create a Digital Travel Document from the “Travel Transactions Code” section of the “Stay Safe Application”.

    Citizens of the Republic of Turkey can upload their HES codes, vaccination documents and PCR test results to the Digital Travel Document.

    People who will enter the country can save their vaccination documents and PCR test results by using the cameras of their devices, by scanning the QR on the vaccination documents and PCR test results with the QR reader in the application.

    Since they will be checked upon entry to the TRNC, the uploaded PCR and Vaccine information must be present with the passengers, digitally or as a printout.

    Creation of the Digital Travel Document will be valid for persons aged 6 and over.

    Wristbands cannot be worn for persons under the age of 12 for quarantine purposes. Persons who will enter the quarantine will go to their promised residence addresses, either alone or accompanied by a driver, with their own vehicles. People who do not comply with the quarantine rules at their residence addresses will  be sent to the central quarantine, and people will pay the quarantine fees themselves.

    Note: Persons who will enter our country by air-sea routes and using land border gates from outside the island until 15/11/2021 will be able to enter if they fill in the TRNC Passenger Entry Form by entering adapass.gov.ct.tr before the trip.

     

     

    1. A) COUNTRY COLORS

    The criteria for non-island entry into the country will be as stated below. The country colors specified in the criteria will be updated every week.

     

    • The current table and entry criteria regarding the color codes of the countries will be applied by our committee from the first Monday after their publication.

     

     

    1 B) RULES TO APPLY ACCORDING TO COUNTRY COLORS

     

    DARK RED;

    • Persons who have traveled to these countries in the last 14 days, regardless of whether they have been vaccinated;
    • Pre-trip Last 72 hours negative PCR result
    • 10 Day Quarantine.

    Regardless of whether people coming from these countries are vaccinated, Covid-19 tests will be applied at all entrance gates.

     

    RED;

    • Vaccinated or Recoved;
    • Negative PCR result for the last 72 hours before the trip.

     

    • UNVACCINED;
    • Negative PCR result for the last 72 hours before the trip.
    • 7 days quarantine

     

    Regardless of whether people coming from these countries are vaccinated, Covid-19 tests will be applied at all entrance gates.

     

    ORANGE;

    • Vaccinated or Recoved;
    • Negative PCR result for the last 72 hours before the trip.
    • Quarantine-free login
    • If the people who will come to our country do not submit the last 72 hours of negative PCR test results, these people will have a PCR/Antigen test upon entry to the country.
    • UNVACCINED;
    • Negative PCR result for the last 72 hours before the trip.
    • 5 days quarantine.

     

    Covid-19 tests will be applied at all entrance gates to unvaccinated people coming from these countries.

     

    GREEN;

    • Vaccinated or Recoved;
    • No restrictions.
    • UNVACCINED;
    • Negative PCR result for the last 72 hours before the trip.
    • If the people who will come to our country do not submit the negative PCR test results of the last 72 hours, these people will have a PCR/Antigen test upon entry to the country .
    • Quarantine-free login.

     

    People coming from these countries will not be tested for Covid-19 at the gates.

     

    1. C)  GENERAL RULES;

     

    • VACCINATION PERSON : Completed the vaccination program . From 14 days after the last dose.
    • SINOVAC: 2 DOSES
    • BIONTECH: 2 DOSES
    • SINOPHARM: 2 DOSES
    • COMIRNATY (Pfizer/Biontech): 2 DOSES
    • VAXZEVRIA (Astrazeneca/Oxford): 2 DOSES
    • COVID-19 Vaccine Janssen / Johnson and Johnson: 1 DOSAGE
    • SPUNIK V: 2 DOSES
    • MODERNA: 2 DOSES
    • NOVAVAX: 2 DOSES

     

    • Persons will be considered as vaccinated if they receive two different doses of the above-mentioned vaccines.
    • People who have had Covid19 disease and have had 1 dose of vaccine will be considered as vaccinated.

     

    • Person who has had the disease : Submitting a positive PCR test result between 30-180 days before travel. These persons will be considered as vaccinated persons .

     

    • Children under the age of 18 will be able to enter the country in accordance with the PCR test rules (children over 6 years old) according to the country category they came from with their parents who have been vaccinated and have had the disease in the above definition.

     

    • Passengers will be evaluated according to the country in the highest risk group among the countries they have set foot/ been in in the last 10 days.

    INTERILAND BORDER CROSSING RULES

    1. As a result of the epidemiological situation assessment within the island, Level 2 rules will be applied in the crossings.
    • Level 1 : No tests, no restrictions (074/100000 people in total in 14 days)

    Level 2 : No test for vaccinated persons, unvaccinated persons 72-hour negative Antigen or PCR test (total 75-499/100000 persons in 14 days)

    Unvaccinated under-18 students and residents of Kato Pyrgos will be able to pass with a 7-day rapid negative antigen test or PCR test.

    • Level 3 : Sinovac, Sinopharm, or Sputnik vaccines, as well as dual-vaccinated persons with EMA-approved vaccines (1st dose if Johnson & Johnson) can pass with a 7-day negative rapid antigen test or PCR test 14 days after their last dose of vaccine.

    “Unvaccinated persons can pass with a 72-hour negative rapid antigen test or PCR test (including unvaccinated workers and healthcare passers-by).

    However, unvaccinated high school students and Kato Pyrgos residents will be able to pass with a 7-day rapid negative antigen test or PCR test. (total 500/100000 people in 14 days)

     

    * Persons requesting to come to our country from Orange-Green Color Category Countries via Southern Cyprus will be processed according to the country entry criteria specified in “1 B” above. However, VACCINATION PEOPLE who will come to our country from Orange Color Category countries, if they cannot submit the last 72 hours PCR test, will be able to enter our country on the condition that they have a Covid-19 test at the land border gates.

    *People coming from Orange-Green Color Category countries and staying in Southern Cyprus for more than 10 days will be processed within the scope of Intra-Island Border Crossing rules if they request to cross into our country.

    * Persons arriving in Southern Cyprus will have the in-island border crossing rule if they are in Southern Cyprus for 10 days.

    * For touristic tours to be organized by bus from Southern Cyprus to our country, unvaccinated tourists from the orange country will be able to make a day pass, provided that they present the negative PCR/antigen tests performed within the last 72 hours.

    ADAPASS (LAST 72 HOURS COVID-19 TEST RESULT INQUIRY OF PERSONS WITH COMPLETED VACCINE DOSE SERIES OR NON-VACCINE)

    1. Adapass inquiries of the people who will enter the venue/sector/activity/events will be used in all districts.

    After registering the venue/sector/activity/eventsadapass.gov.ct.tr/company/register , the application will be opened with the e-mail address of the enterprise and the password to be sent to them via SMS.

    Register at the  following location / sector / activity / activities in  must register at adapass.gov.ct.tr/company/regist site.

    • Adapass inquiry is obligatory for 12 years old and above and must be done with an identity card.
    • Adapass inquiry for the 12-18 age group can be made with an Adapass card, vaccination card and test result document.
    • At the entrances of the venues/industry/activity/events mentioned in the table above, they must have an authorized person in order to make active control of Adapass inquiries.

    Note: School staff and special education center staff will continue to repeat their antigen tests every 14 days if they are vaccinated, every 7 days if they are unvaccinated.

     

    1. In all enterprises, one person per 3 m2 will be taken in closed areas. In order to maintain social distance, these businesses have to put the m2 area and the plate indicating how many people can be in the business at a time, including the employee, at the entrance of the business and marking the places accordingly. Hygiene and disinfection conditions must be applied both inside the workplace and at the entrances and exits.  It is the  responsibility of the workplaces to take and implement the specified measures. In open areas, one person per 2 m2 will be taken. It is mandatory to wear masks and follow the social distance rule in all indoor and outdoor areas.
    2. Persons who have contact with a Covid-19 positive person as specified in Annex 3 will be subject to quarantine. If the PCR test result is negative at the end of 10 days from unvaccinated contacts and at the end of 7 days from double-vaccinated individuals, isolation periods will be terminated. The quarantine process with the wristband of the contacts will be determined by the contact team depending on the conditions specified in Annex 3. Persons who are not registered as contacts in the database of the Contact Tracking Unit will not be considered as legal contacts, and thus, an official document will not be issued proving that they are in contact with these people.

    Covid-19 positive persons will be able to spend the quarantine period at home with a wristband, if deemed appropriate, subject to the conditions specified in Annex 4.

     

    PRIMARY AND SECONDARY EDUCATION RULES

    1. When the studies and guides are examined, it has been deemed appropriate to open the 2021-2022 Academic Year for special education, pre-school, primary and secondary education full-time within the scope of the following measures.

     

    Each school is obliged to form a “School Pandemic Board”. This committee will work in coordination with the Ministry of Health and will consist of at least 2 people. (2 persons up to 250 students, +1 person for each over 250 students) The contact information of the responsible person of the established committee should be submitted to the Ministry of Health.

    Situation evaluation meetings will be held at least once a month with the representatives of the Pandemic Board determined by the Ministry of National Education and Culture.

     

    1. Transportation
    • Students, drivers and supervisors will wear masks on school buses.
    • Hand disinfection will be available at the entrance to school buses.
    • Supervisors on school buses will question students about symptoms, fever, sore throat, cough, etc. Students with symptoms will not be allowed on the bus.
    • School pandemic boards will be responsible for the disinfection of transport vehicles and the follow-up and inspection of other transport-related measures.
    • Students who are taken to school buses will be seated in the same seat on public transport every day.
    • Transport companies and pandemic boards will be responsible for the implementation of these rules.

     

    1. Mask
    • It is mandatory for all school staff (including transport personnel) to wear masks.
    • Students aged 6 and over will be required to wear masks. It is recommended that students between the ages of 26 wear masks in the classroom and indoors.
    • Training on the use of masks will be given by the School Pandemic Boards.
    • Students wearing fabric masks are required to wash their masks daily.

     

    1. Inputs-Outputs
    • Officers will be determined by the school management or School Pandemic Boards at school entrances and exits in order to avoid congestion. Entrances and exits will be provided by observing social distance.

     

    1. Class
    • It is mandatory for students aged 6 and over to wear masks in the classroom. Students aged 26 are recommended to wear masks.
    • As much as possible, social distance should be ensured in the classroom (especially in the classes of students aged 26).
    • Classrooms must be ventilated and disinfection rules must be followed.
    • Classroom teachers ask students about symptoms at class entrances, such as fever, cough, sore throat, etc. Students with symptoms will send them home.

     

    1. disinfection
    • Training on hand disinfection will be provided by the School Pandemic Boards.
    • Hand disinfectant should be placed in places deemed appropriate by the school administration (canteen, cafeteria, etc.).
    • It is necessary to comply with the disinfection procedures specified in the booklet prepared by the Ministry of National Education and Culture.
    • Disinfection within the school will be supervised by the School Pandemic Boards.

     

    1. Respiration
    • Classes should take turns for breaks in order to prevent crowding during breaks.
    • Necessary arrangements should be made by the school administration in order to prevent crowding in the canteens.
    • Classes should alternate between meals in order to prevent crowding in the dining halls.

     

    1. Common Areas of Use
    • Toilets in the school will be disinfected frequently.
    • Masks will always be worn in the teachers’ room, which is used as a common use area, and the social distance rule will be observed.
    • The teachers’ room, which is used as a common area, needs to be ventilated and disinfected frequently.
    • School Pandemic Boards will be responsible for the control of common use areas within the school.

     

    1. Events
    • In case of collective activity in the school, mask and social distance rules will be observed. These activities will be carried out by minimizing the interaction between classes.

     

    • Disease
    • Cough, loss of taste and smell, sore throat, etc. Parents should be warned not to send children with symptoms to school.

     

    1. Covid-19 Positive Patient and Contact
    • The follow-up of Covid19 positive patients and contacts will be managed with the consultation of the School Pandemic Boards established in each school and the Ministry of Health contact team.

     

    1. tests
    • Persons working at the school will repeat their antigen tests every 14 days if they are vaccinated (for screening purposes) and every 7 days if they are unvaccinated.
    • The screening test is not compulsory for primary and pre-school students. However, an antigen test will be requested from a parent living in the same house with these students, every 21 days if they are vaccinated, and every 7 days if they are unvaccinated.
    • Beginning in Year 6 (including Year 6), students will repeat antigen tests every 7 days.
    • Random tests will be given to school staff and students by the Ministry of Health.

    The rules applied for the workplaces where they will receive their education will also apply to apprentice students.

    1. Higher Education Institutions will be opened within the framework of the plan and program to be made by the Ministry of National Education and Culture. Each university will create its own School Pandemic Board. Students coming from abroad will be able to enter according to the specified country entry criteria.

    Higher Education Institutions will establish Pandemic Commissions. These commissions will create and implement a pandemic action plan within the framework of the criteria determined by the Ministry of National Education and Culture, provided that the mask, distance and hygiene rules are taken into account.

    1. Persons coming from Dark Red Countries who will present a student certificate to be notified by the Ministry of Education and Culture or who will enroll new students will be able to enter the country provided that they stay in quarantine for 14 days.
    1. It has been deemed appropriate to hold the national/international exams to be held in our country within the scope of the following conditions.

    – Persons and supervisors who will take the exam have antigen test results made in the last 72 hours,

    – Keeping the doors and windows open all the time to ventilate the exam area,

    – Persons entering the exam area should use their personal protective equipment during the exam,

    – Arranging the tables in the exam area to comply with the social distance rules

    – It has been deemed appropriate to do so, provided that disinfectant is placed at the entrance to the exam area.

     

    1. Schools’ Positive Case and Contact Protocol
    • Before leaving the house, getting on the bus and entering the school, a symptom check will be made. Those who show symptoms (Teacher, employee or student) will not be admitted to the school. You will be directed to test.
    • If a student in the class is showing symptoms, the student will be referred to take a test. If the test result is negative, he will return to school.
    • If the test result of the student is positive; All students in the class and teachers who enter that class are sent home on the same day if possible, or the next day if possible, to have a PCR test scan and to be isolated at home until the test result is obtained. The school pandemic board will forward the class list to their contact team.
    • School pandemic boards, administrators and principals are not authorized to close classrooms.
    • As a result of this screening in the classroom, if the PCR test of 3 or more people from the same class is positive, the rest of the class will be considered close contacts and they will be isolated at home for 7 days if they are vaccinated, 10 days if they are not. As long as the students are in close contact, their education will continue in the form of distance education.
    • At the end of the 710-day isolation period, students will be able to return to school with a negative PCR test result. In this process, individuals cannot individually decide whether they are in close or distant contact. The Ministry of Health’s CONTACT FOLLOW-UP UNIT will decide on close contact or contact, and in line with the decision to be made, it will be reported to the class through the school management or school pandemic boards.
    • If PCR is positive in less than 3 people in the classroom at the end of the screening, positive people and close contacts determined by the Contact Tracking Unit will continue their education at school by wearing the remaining classroom masks to be sent to isolation and not coming into contact with other classrooms.
    • If the teacher’s pcr test is positive, close contacts determined by the contact follow-up unit will be referred for pcr test.
    • Contacts showing signs of COVID19 during the isolation will report the situation to 1102.

     

    SPORT

    1. Performance swimmers of sports clubs and licensed swimmers will be able to do their training, competitions and rehabilitation activities in swimming pools. Persons working in swimming pools will wear masks. It has been deemed appropriate to operate the swimming pools in the open area within the scope of the rules specified in Annex-1. The beaches, on the other hand, were deemed appropriate to work within the scope of the rules specified in Annex-2.
    2. They will be able to continue their activities by constantly ventilating indoor sports halls (fitness, individual) and observing social distance and hygiene rules. Only vaccinated people will be admitted to indoor gyms. Employees are required to wear masks at all times.
    3. In competitions to be held in open areas, spectators will be accepted within the scope of social distance rules, and one third of the areas will be used in competitions to be held indoors.

    TRANSPORTATION

    1. Bus, minibus, taxi with “T permission”, touristic minibus with permission, etc. Passengers will not be allowed with the drivers of the transport vehicles. In buses, minibuses and minibuses, passengers will be transported with a seating arrangement, leaving one back seat of the driver’s seat empty.

    Vaccinated persons aged 12 and over who will use public transport (including those who have had their 1st dose and whose 2nd dose has not yet arrived) will show their adapass/vaccine card before the trip. Those who are not vaccinated will show the last 72 hours of PCR/antigen tests.

    Vehicles must be ventilated during and after the journey. The driver and passengers in the vehicle will wear masks. Vehicles will be disinfected after each trip.

    1. It is considered necessary to accept passengers for the cruises to be organized in our country, with a maximum of 4 trips per day and 350 people (excluding soldiers) each time.

     

    Truck drivers entering the country for the purpose of shipping goods from our ports (Kyrenia and Famagusta) will submit the PCR tests they have had within the last 72 hours. If the test times of the truck drivers exceed the last 72 hours, they will be able to enter provided that the antigen tests to be carried out at the ports of entry are negative. In addition, passengers can enter from both ports according to the extra-island entry criteria in Decision 1.

     

    1. If the test period of the double-vaccinated flight personnel on the planes arriving in our country by air exceeds the last 72 hours, they will be able to enter on the condition that the antigen tests to be carried out at the airports are negative.

    TOURISM

    1. It has been deemed appropriate to provide service in hotel restaurants with a distance of 2 meters between tables and to serve the table, to provide food, beverage (including tea and coffee machine, dispenser) service by the staff when open buffet is required, and to use disposable plastic materials during the realization of the services.
    2. Persons entering the casino must be vaccinated. Masks will be worn during their stay in the salon and social distance rules will be observed. Unvaccinated customers will not be accepted.

    SECTORS

    1. Maximum one third of the indoor areas of restaurants, patisseries, cafes, taverns, coffee houses, coffee houses, cafeterias and locals will be used. It will be placed so that the distance between the tables is 2 meters.
    2. It will be placed so that the distance between the bars and the bistros of the clubs is 2 meters. Customers will be accepted in a way that one person per 2 m2 at the same time in open areas and one person per 3 m2 in closed areas. Unvaccinated persons will not be accepted.
    3. The people who enter the internet cafes will be registered and they will be able to use the computers for a maximum of 2 hours.
    4. Bet offices will be able to operate one third of their closed areas. There will be no food service at Bet offices.
    5. Persons who will take part in night clubs will be evaluated according to the criteria of the country they came from upon entry to the country. Unvaccinated people will not be admitted to night clubs.
    6. Persons who will enter our country due to IVF treatment will be processed according to the entry criteria specified in Article 1 and Article 2. Persons who are planned to go to IVF Centers from quarantine hotels for treatment will be taken from the quarantine hotel for 3-4 hours with negative PCR or antigen test results performed in the last 72 hours and will be returned to the quarantine hotel after treatment. The responsibility of the person taken from the quarantine hotel will belong entirely to the IVF Center Responsible Manager. The commitment form prepared for each person who will be taken from the quarantine hotels and taken to the IVF center will be signed by the Responsible Manager and these forms will be submitted to the Ministry of Health Coordination Committee when applying for a treatment permit.

    ENTERTAINMENT/ORGANIZATION

    1. If engagement, wedding, wedding, circumcision ceremonies and pre-wedding parties are held in open areas, one person per 2 m2, if they are held indoors, one person per 3 m2 will be accepted.

    -Ceremony owners and their first-degree relatives will do the PCR tests within the last 48 hours before the wedding date.

    • The pool water chlorine level and pH must be in compliance with the levels specified in the “Regulation on the Health Principles to which Swimming Pools are Subjected”, must be measured periodically and recorded. It is recommended that pools be chlorinated at the highest possible value.
    • Work should be done to keep the chlorine level at an appropriate value during high temperature hours when the chlorine level is likely to drop.
    • Those who have symptoms such as cough, runny nose, shortness of breath at the entrance to the pool area cannot use the pool.
    • A personnel responsible for the operation of the pools is determined.
    • The capacity of the pool areas is determined as one person per 5 square meters.
    • Social distance in the pool area is 1.5 meters. The distance between the lounge chairs and the sun loungers should be at least 1.5 meters.
    • In order to prevent overcapacity crowding in these areas, pool capacity information is posted at the entrance of the area. A simple stimulant/blocker is placed to prevent entry.
    • At the entrance of the facility, people have to wear masks. Facility employees will wear masks all the time.
    • It is obligatory for each guest to provide hand hygiene at the pool entrance. Hand antiseptic is available at the entrance of the pool and in appropriate places.

    • Before entering the swimming pool, users take a shower and disinfect their hands and feet.

    • The capacity of the beach and swimming areas is determined as one person per 5 square meters.
    • Arrangements are made in accordance with the social distance rules in the lodges. In the lodge areas, the capacity is determined as one person per 2 square meters.
    • Social distancing rules are followed. Guests staying in the same room in the same family or hotels can coexist.

    Annex 3  THEMATIC EVALUATION CRITERIA

    Close Contact (High Risk)

    Persons who have contact with a COVID-19 patient without taking protective measures  (without mask or improper use of mask)  are considered high-risk contacts in the  following situations  . Persons contacted by a COVID-19 patient within the two-day period before the onset of symptoms or, if the patient is asymptomatic, within the two-day period prior to the COVID-19 positive diagnosis date are considered close contacts.

    • People living in the same household as a COVID-19 patient,
    • Persons providing direct care to a COVID-19 patient,
    • Persons who are face-to-face (talking, eating/drinking, etc.) with a COVID-19 patient for more than 15 minutes at a time, at a distance of less than 2 meters,
    • Persons who are face-to-face (talking, eating/drinking, etc.) for a total of 15 minutes or more in a 24-hour period (for example, three separate 5 minutes or more in total in one day) at a distance of less than 2 meters from a COVID-19 patient,
    • People living in the same house/dormitory room with a COVID-19 patient,
    • Students and teachers sharing the same classroom with a student/teacher with COVID-19,
    • People who come into physical contact with a COVID-19 patient (e.g. kissing, hugging, hugging, etc.),
    • Persons who come into unprotected contact with the secretions (saliva, sputum, etc.) of a COVID-19 patient or in cases such as sneezing-coughing of a COVID-19 patient,
    • Persons who are indoors with a COVID-19 patient, regardless of the 2 meters distance rule, in the same environment for more than 15 minutes (people who work in the same office with the COVID-19 patient, people sharing the same room in a dormitory or hotel, people traveling in the same vehicle, etc.),
    • Passengers traveling on the same plane with a COVID-19 patient, sitting in two front, two back and two side seats (if the person is sitting in the aisle, the closest persons sitting in the front and rear diagonal are also taken in contact).

     

    Close contacts are quarantined for 7 days if vaccinated and 10 days if unvaccinated, according to the last contact date. The last contact date of close contacts is considered as day 0. If COVID-19 symptoms develop in close contacts during the follow-up period, sampling is provided by the filiation teams. Control PCR is taken on the 7th day if vaccinated and on the 10th day if unvaccinated, in close contacts and in those who do not develop symptoms during the follow-up period. The quarantine of close contacts is terminated according to the negative test result of the 7th and 10th days.

    Remote (Low Risk)

    Persons who have contact with a COVID-19 patient by taking protective measures (by wearing a mask that covers the  mouth and nose)   are considered low-risk contacts in the following cases  .

    • Persons  who have been wearing a mask for more than 15 minutes in the same well-ventilated indoor environment with a COVID-19 patient  ,
    • Students and teachers sharing the same classroom with a student/teacher with COVID-19,
    • Unmasked persons who have been away from 2 meters for less than 15 minutes in the same indoor environment as a COVID-19 patient.

    These people are informed that they should continue to work with the mask and follow themselves for 7 days in terms of COVID-19 symptoms. These people are asked to have PCR done on the 7th day from the last contact date.

    Contact Home Quarantine Criteria

    1. In order to implement home quarantine, it is obligatory to have a separate room, toilet and bathroom belonging to the person in such a way that there is no contact with other individuals in the house (residence, dormitory, lodging, etc.). Otherwise, other non-contact individuals must stay in another residence.

    In cases where these conditions are not met, the contact person is put into hotel quarantine.

    1. If there is an individual living at home > 65 years old and/or with risk factors that may cause severe COVID-19, quarantine is not allowed in the same home.
    2. Persons living in public areas (housing, dormitory, military unit, etc.) and compulsorily using common areas cannot be included in the scope of home quarantine. Home quarantine is applied in institutions that can fulfill the conditions in Article 1.

    In cases where these conditions are not met, the contact person is put into hotel quarantine.

    1. If there is more than one contact person living in the same house, home quarantine is applied in residences that meet the conditions in Article 1. If home conditions do not comply with Article 1, if individuals have the opportunity to stay in a separate house, home quarantine is applied.

    In cases where these conditions are not met, the contact person is put into hotel quarantine.

    1. If the contact person is under the age of 18, accompanied by a parent and can fulfill the conditions in Article 1, home quarantine is applied. If home conditions do not comply with Article 1, if individuals have the opportunity to stay in a separate house, home quarantine is applied.

    In cases where both of these conditions are not met, the contact person is placed in hotel quarantine with a parent.

    1. Home quarantine is applied in the presence of a contact dependent on someone else’s care.

    The person who will provide his care tries to meet the conditions in the 1st article. The caregiver must also comply with home quarantine rules. He cannot accept visitors to his residence.

    1. Hotel quarantine is also applied to people who do not wear wristbands or who cannot wear wristbands for any reason.

    Quarantine at home is when the contacts live without leaving the house and without contacting other people in the house. Home quarantine begins when the first PCR test result after the last contact date is negative. Vaccinated persons are terminated on the 7th day after the last contact date, and unvaccinated persons on the 10th day after the last contact date, when the PCR test is negative. The day after the last contact date is considered the first day.

    ** An important reason for quarantine is that you may be infected even though you show no signs of illness.

    When a person has the virus without knowing that they are sick or feeling any symptoms, they can transmit the disease to others. Quarantine helps prevent the spread of the disease.

    Things to consider in quarantine at home;

    1. The quarantine covers 10 days after the last contact date. Home quarantine is 7 days for people who are double vaccinated and have passed 14 days after the 2nd dose vaccination date.
    2. Absolutely no visitors are allowed to the house. Family members do not enter the room where the contact person is.
    3. In order to increase the air circulation, the window is opened for at least 15 minutes and the room is ventilated from time to time.
    4. Plates, spoons, forks, etc. that the contact person will use should be disposable, if possible. If it is not possible, it should be washed in the dishwasher or using gloves at high temperatures.
    5. Textile products such as clothes, towels and sheets used by the person in contact are washed with detergent at 60-90°C.
    6. If the contact person has a positive COVID-19 test, the areas where the person is located are disinfected. Disinfection is done with 1% diluted bleach (1 small tea glass of bleach is put into 10 liters of water).
    7. Contact person should call 1102 and inform when he/she feels any symptoms (fever, cough, malaise, headache, etc.).

    APPENDIX 4  HOME ISOLATION OF COVID-19 POSITIVE PATIENTS

    Necessary home conditions

    1. In order to apply home quarantine to positive people, it is obligatory to have a separate room, toilet and bathroom belonging to the person in such a way that there is no contact with other individuals in the house (residence, dormitory, lodging, etc.). Otherwise, other individuals must stay in another residence.
    2. The covid-19 positive person taken into home quarantine is monitored with a wristband. Cannot leave the house during the quarantine (only in case of emergency with the knowledge of the quarantine center)
    3. Visitors to the house where the Covid-19 positive person is quarantined are absolutely unacceptable.

    FUNCTIONING OF THE PROCESS

    1- The personnel of the Ministry of Health is called and informed that the test is positive.

    2- It is said that by going to another test center, it should not repeat the test and not increase the contamination.

    3- It is stated that he will come to the Pandemi Hospital at the time he is told, that his evaluations will be made and that it will be decided to monitor him at home or in the hospital. Information is obtained about his close contacts in the home, work and social activities.

    4- If it is decided to be monitored at home as a result of the evaluation when he arrives at the hospital, the wristband is put on and the patient is sent home. In case of any problem, the phone number to be contacted is reported.

    5- On the 10th day of home follow-up, the patients are given an appointment and control PCR is performed. If the test result is negative, the home quarantine is terminated or if it is positive, the test is repeated 3 days later.

    5-If a positive person has an increase in shortness of breath, chest pain and existing symptoms (fever, cough, weakness, headache, etc.) at home, they should call 1102 and inform them.

    Note If the  Covid-19 positive person has not entered the quarantine alone because he is a child or in need of care, etc., when the patient’s test turns negative, the PCR test is also performed on the caregiver. If the test of the caregiver is negative, this time the caregiver is placed in a contact quarantine for 10 days.
